Is currency exchange legal?

I do see currency exchange and other financial exchange related stuff in webmaster forum, is this legal?

It's legal to do currency exchange in America. I'm pretty sure it's legal in most other countries also, but not sure.

although i think it's legal, but i never see any rules or clear laws about this one.
as long you dont break the rules from payment processors, that is legal then.
But it is illegal for Paypal, because paypal not allowed exchange currencies.

Yes It'l Legal, But Some Payment Processor Such As PayPal Or MoneyBookers Forbid Such Exchanges.. They Don't Allow Us To Exchange Their Currency, If They Catch You They May Limit/Terminate Your Account!

so, for paypal, exchanging currencies is illegal, but for another payment processors, it is legal.this case is done

Well... the only company which doesn't like click exchange is PayPal. I have some friends who just started currency exchange. Don't know what will happen to their PayPal accounts!

Moneybookers too, they don't allow to exchange their currency, for their PayPal account, it will be limited, and they need to proove their address & their ID so they un-limit it.
