Over Optimization

So optimizing keywords is one thing but over optimizing one keyword is another ?! im no SEO expert but it is something that i take an interest in, has anyone ever actually been penalized for this ? i think i have at the moment one of my sites but im not sure

Actually some of my past websites were penalized due to illegal content (Not that illegal, but still it is), but never been penalized for SEO mistakes or something like.. (If does exist)

Ive seen this before a couple of times (not with my own sites) the person involved quite literally one used one anchor text on his links, with no natural linking what so ever, i think he had some thing like 26,000 back links all with the same anchor text, when to number 1 for a week then dropped out and sat at page 6 since lol
