Default Out bound linkage advice

How do you know weather the out bound links are helping SEO or making it worse ? are there any rules to follow ?

Outbound links can have an effect on a page's PR, the more outbound links to external sites on a home page, the less PR gets circulated within your site and consequently the less PR those internal pages pass back to the home page.
As far as ranking goes, the anchor text of a link on a page probably carries weight for the linking page because the markup gives the anchor text some emphasis.

Outbound links should be for the benefit of your visitors, linking to sites that would be helpful to your users also adds value to your site. Too many outbound links can hurt you...keep that in mind.

Don't worry about it. You don't want thousands of links pointing out of your website but it would be equally odd to have none. Just keep it natural and has been said, make the links useful to your visitors.

Also remember that linking (ougoing) to a bad site can get you in trouble as well. Should there be a need to point to a bad neighborhood / penalized / banned site, I would suggest you make the outgoing link a nofollow.
