Do you mean installing scripts or creating scripts ?
Installing scripts: You have to know that every script needs a database (some of them don't, and some of them already has a database but you need to import it from the phpmyadmin) and there is a file which you will type the db informations (Mostly called config.php) and there is a file of installation mostly named as install.php

Creating scripts: You need to learn some programation languages, HTML, PHP, SQL (if you want to code in PHP) if you want other lanugages such as ASP or JSP they are different!

For me it was a combination of books, web searches, and trial and error. And I still could learn more. There is a lot I don't know still.

I recommend not to learn JavaScript. Thats not useful these days and I have waste a lot of time scratching my head while learning JavaScript.

First learn HTML, then, PHP, then, MySQL, then, ASP ....
